Status is registered, designation is charitable organization, the effective date of registration is June 22, 2005, and the address is Mississauga, Ontario; the charity's own site gives the street address as 1290 Central Parkway West, Suite 1100, Mississauga, and prints the business number in its footer. One oddity: the charity's home page says it has been working since 2019, while the CRA effective date is 2005, which suggests the registration predates the current brand. Nothing on pennyappeal.ca explains the earlier history, so ask the charity if that gap matters to you.

The 2025 return shows a charity that raises most of its money from individuals. Receipted donations were $10,005,240 (63.18% of revenue), non-receipted donations $3,313,894 (20.93%), gifts from other registered charities $2,099,113 (13.26%), government funding $54,001 (0.34%) and other revenue $363,933 (2.30%). The near-absence of government money matters for donors who want their zakat untouched by state grants, and the 13% from other charities is consistent with a Canadian organization that receives flows from affiliated or partner bodies, although the return does not name them.

How to read the spending split

Two ratios matter more than the headline. The first is the fundraising cost per dollar of donations. In 2025, fundraising of $2,660,674 against receipted plus non-receipted donations of $13,319,134 is just under 20 cents per dollar raised, down from about 24 cents in 2024 when fundraising was $3,211,157 on $13,235,750 of donations. Both figures are inside the range the CRA's own fundraising guidance treats as unlikely to attract questions, but neither is low. The second is the gap between revenue and spending. In 2024 the charity spent $19,096,448 against $16,452,508 of revenue, a $2.6 million drawdown, which is what you would expect in a year of large emergency appeals funded partly from prior-year reserves. In 2025 revenue exceeded spending by about $707,000, rebuilding part of that. The 2025 return also records compensation of $2,508,211 for 38 full-time and 15 part-time staff, with one full-time employee in the $200,000 to $250,000 band, five in the $80,000 to $120,000 band and three in the $120,000 to $160,000 band, plus professional and consulting fees of $498,115. Program spending reached 18 countries in 2025, including Afghanistan, Bangladesh, Pakistan, Somalia, Sudan, Syria, Yemen and the West Bank and Gaza.

The zakat policy, line by line

Penny Appeal Canada publishes a standalone zakat policy page, last reviewed in January 2026, and repeats the operative rules on its zakat program page. The core rule is that, under the amilin (zakat collectors) category, the charity may allocate up to one-eighth, 12.5%, of total zakat received to administrative and distribution purposes. Within that eighth, a maximum of 10% may be paid to external distributors and partner organizations that implement zakat-eligible programs under formal agreements, and any part of the eighth not used externally may be retained by the charity for its own collection, management and distribution work. The policy therefore does not promise a 100% zakat distribution; it promises at least 87.5% reaches beneficiaries and names the scholarly basis for the rest.

The zakat policy and the religious advisory board page name three people: Mufti Nabil Khan as Chief Zakat Advisor, Shaykh Riad Ouarzazi as advisor and advocate, and AbdulRahman Khattab as advisor and advocate. The board's stated remit is to advise on, review and audit every policy with religious implications for donor funds, including the zakat policy. The reports page lists financial reports for every year from 2019 to 2025 plus Ramadan reports and project completion reports for 2020 appeals such as the Sudan and Pakistan floods, and says open communication with donors is a cornerstone of its work. We did not open the PDF statements, so we cannot say from this review whether they are audited; the CRA return's professional fees line of $498,115 is consistent with an audit but does not prove one.

What Penny Appeal Canada does not publish

A due-diligence review has to say what is missing. First, the pages we fetched do not describe the organization's relationship to Penny Appeal in the United Kingdom, which shares the name and the orange branding; the about page calls Penny Appeal Canada a relief and development organization and stops there. Second, no board of directors is listed on the about, team or scholars pages we read, so the people legally responsible for the charity are not visible without the T3010's director schedule. Third, the zakat policy is a statement of rules rather than a report: the site says it reports annually on zakat spending, but a reader has to find that inside the financial reports rather than in a dedicated zakat accounting. Fourth, the names of the field implementing partners who may receive up to 10% of zakat are not published.

Verdict for zakat payers and for sadaqah donors

If you are paying zakat, Penny Appeal Canada is a defensible choice provided you accept its stated position that up to 12.5% may fund administration and distribution under the amilin rule. That position is published, scholar-backed and more candid than a blanket 100% promise, and the one-lunar-year distribution commitment and the dedicated interest-free account are the two operational safeguards zakat payers should insist on anywhere. Give to a program the site marks as zakat-eligible, ask for written confirmation that your gift was booked to the zakat fund rather than the general fund, and keep the receipt for the credit.

If you are giving sadaqah, the test is efficiency and transparency rather than fiqh, and here the numbers are middling: 65.75% of spending on programs and a fundraising cost near 20 cents per donated dollar are acceptable but not leading figures, and the 2024 to 2025 trend is in the right direction.
